Prevention of biological weapons requires a different model than nuclear one because biological material (pathogens) cannot be accounted for or regulated in the same way as fissile material. Unlike the relatively scarce supply of weapons grade uranium and plutonium in the world, biological materials are widely available in labs and in nature.
